The us constitution: Congress will make no law regarding a foundation of religion, or disallowing the free exercise thereof; or shortening the ability to speak freely, or of the press; or the right individuals serenely to collect, and to request of the Government for a change of complaints.

The House of Representatives will be made out of Members picked each second Year by the People of the few States, and the Electors in each State will have the Qualifications imperative for Electors of the most various Branch of the State Legislature.

No Person will be a Representative who will not have achieved the Age of a quarter century, and been seven Years a Citizen of the United States, and who will not, when chosen, be an Inhabitant of that State where he will be picked.

Following they will be gathered in Consequence of the principal Election, they will be separated as similarly as might be into three Classes. The Seats of the Senators of the top of the line will be cleared at the Expiration of the subsequent Year, of the inferior at the Expiration of the fourth Year, and of the second rate Class at the Expiration of the 6th Year, so 33% might be picked each subsequent Year; (and in the event that Vacancies occur by Resignation, or in any case, during the Recess of the Legislature of any State, the Executive thereof may make impermanent Appointments until the following Meeting of the Legislature, which will then, at that point, fill such Vacancies).
